I can’t seem to find The National Chicken Council’s 2024 Wing Report to view how they counted a wing. The wing of a chicken consists of 2 muscle groups which are usually divided and sold as ‘wings.’ Each chicken would (usually) have 4 such wings; meaning it’s only 362.5 million chickens. Even if they’re counting whole wings it’s only 725 million chickens. 4 billion does seem to be an exaggeration.

Here’s my stab at explaining this: in order to color it with only three colors any places with more than 2 neighbors who form a connected circle around the main region must have an even number of neighbors. There are a some places with odd numbers, ex: essen, rur ; london, london; dikirnis, misr as-suflaha all have 5 neighbors surrounding them. Because the neighbors also border each other they have to alternate colors around the main region. With an even number of neighbors they alternate fine; but with an odd number you’d end up with the first and last colored region being next to each other and matching - so you need 4 colors.

It’s right there in the name, it shuts off for the night.

Some states allow counting for early/mail in/ absentee voting before election day but they all prohibit release of counting information early.

I can absolutely see Texas looking at it the other way. “Your website can be accessed by our citizens? On you to comply with our laws.” They then spit out a bunch of criminal charges that make things rather inconvenient for some instance hosts. The US reach into international banking systems is uncomfortably long.

The real problem question is about federation. You can post to an instance from any federated instance. If an account is created in one instance and the user posts to a federated instance are both liable? You have to be able to create accounts AND post to be subject to the law. Can one instance not allow posts but host accounts for participation in other instances to skirt around the law?
