Thats the correct way to do it. Make the government buy/invest in local stuff as much as possible, support local manufacturing but let the people decide what they want to buy.

From what I’ve heard, switching the Desktop Environment is easy and should be without no problems… as long as you don’t delete the old/previous one. If you want to remove the other one, you need to be a bit careful about what you delete, what to save and stuff like such.
