The 2nd part was a tax credit. which means people won’t get it anything from either idea until the they file for tax returns. that doesn’t fucking help them pay for food/shelter the rest of the year. If you made 60k a year the child tax credit would barely touch 10%. Americans lost 22% of their purchasing power due to inflation.
