Twice in 1993 and in 2006, wealthy smoking enthusiasts tried to establish airlines to circumvent the rules using legal loopholes. Both of them, “Smokers Airways” & "SmintAir (Smokers International Airlines) failed to raise enough capital to purchase an airplane and investors abandoned both projects.
