Visual COBOL Personal Edition is essentially a one-year license for Micro Focus Visual COBOL. This tool allows you to build, debug, compile and test COBOL programs.

This can be paired with most COBOL training courses, such as this free one I posted about a few days ago.

You can also learn Visual COBOL using this tool. This is useful in learning how to modernize COBOL applications. With Visual COBOL you can create multi-language COBOL applications with .NET and JVM languages such as C# and Java respectivally.
